Ian, I'm sure you are right. It's divide and conquer, very astutely timed. Super nasty. I remember hearing something about a 'new beginning.' Tootsie needs to take a break!

It’s pretty apparent from her position on federally funded state workers that a more important motivation for Lingle (than positioning herself with the national GOP) is busting the UPW et. al., screwing them in the new contract negotiations and getting revenge against state worker unions for supporting legislative Dems.

In other words petty vindictiveness in more in line with her personality than climbing the Republican ladder

Hawaii is fortunate that it didn't rely on jacking up the sales tax in the past and thus it has the option, as you say, of raising it to 5% without causing undue hardship. Here in Calif., sales tax is over 9%, basically 10%. Now they're proposing taxes on home insurance?? "Leaders" here are in complete denial...lucky you live Hawaii.
One problem to keep an eye on is personal income tax (PIT) and corporate taxes will probably drop a lot 2009-2010 even in Hawaii so the state will have to either raise more tax or make deeper cuts to align with the reality of declining tourism and falling housing prices and sales.
