Their kids are in schools, their cars use the roads and so on. Prisoners are just warehoused heads, and giving disproportionate power to districts where prisons (many of them privately run) are gives inordinate power to those with an interest in creating more prisoners in a nation already suffering from a higher proportion of its people incarcerated (most of them poor and of-color) than almost developed nation on earth. The private prison industry is as damaging to this country as an NRA doing the bidding of the firearms industry, not legitimate hunters or citizens.
