Thursday (3)…Power out in Kaaawa, Brennan points finger at City Council, emergency shelters and pets

I checked the clock, got out of bed, and walked down the hall to feed the cats about 4:45 this morning. Somewhere between the bedroom and the kitchen, our part of Kaaawa lost electricity.

Luckily, it came back on within about 20 minutes or so. Could that be considered a good start to the day?

[Not so much. Power went off again shortly. I just checked, and it’s still off at 9:40. Not good. So I’m not going to try to finish this but instead just post what’s done.]

In case you missed it, city spokesman Bill Brennan posted a comment on yesterday’s entry concerning the deletion of names from the list of personal services contracts required to be filed quarterly.

According to Brennan, Mayor Hannemann’s administration is not responsible. He points the finger at the City Council.

Interesting, Ian. The implication, as commentor wisc points out, is that it is the Administration that somehow is responsible for the deletion of the names.

However, the Administration submits only one version, complete with names, to the City Council. What you refer to as the “edited version, without names, disclosed to the public,” is the City Council version of the report, as it is only Council that can enter communications into Docushare.

To set the record straight.

Don’t you love it when the plot thickens?

Did you notice the stories earlier in the week about the designation of “pet friendly” emergency shelters? Lingle got this part right, according to a story in the Star-Bulletin:

“Most people who love their animals would no sooner think of abandoning a pet than they would any member of their family,” said Lingle, a cat owner.

But the Bulletin missed a vital piece of the shelter arrangement.

As reported by the Honolulu Advertiser, people will not be able to stay in a shelter with their pets. Pets go one place, people another.

The pet shelters will accept pets in carriers designed for pet use. The pets would be cared for by shelter managers trained by the Humane Society.

The pets’ owners would then stay in the general population shelter.

I would think that will be a big deal for many people who live with pets.

Glad to have Mr. Brennan’s clarification.

However, I thought that the Division of Purchasing, Dept of Budget & Fiscal Services, which handles procurement, was in the Executive Branch. Does Mr. Brennan mean that the City Council is now handling Executive Branch functions like posting bid results?

In any case, no matter whose job it is, or isn’t, why haven’t the rail transit bid results been published online since a number of them seem to have been awarded?
