Process for removing a committee chair in the House

A reader asks:

What I and many would like to know is what is the procedure to strip woman from her chairmanship? Can the Speaker do it alone or is there some process? No one seems to explain that . So what sayeth you?

Well, the place to look to answer that question would be the rules of the House of Representatives, which are available in pdf format at the House website.

Rule 11.2(1) provides:

The membership of each standing committee, including the designation of the chair and vice-chair shall be provided for by resolution, provided, however, that the composition of the committee shall be on a proportional basis with the members of the majority party designating the chair, vice-chair, and majority party members, and the members of the minority party designating the minority party members.

So looking back into the record, Hanohano was named chair of the Ocean, Marine Resources, & Hawaiian Affairs Committee as part of House Resolution 4, adopted on January 16, 2013.

It would require another House resolution to change that committee assignment.

Certain changes were already made this year via HR 2, adopted on the opening day of the 2014 session.

And how does such a resolution get passed?

The very simple answer is…politics.

    Thanks Ian. Finally, an answer. Sounds as if this ignorant bigot digs in and refuses to resign, she could be with us for a long time. Stuning that the daily press never addressed this issue.

    i truly abhor hanohano’s behavior and language, but i also need to say that she is not the only bigot or a-hole in the legislature.

    if people are thinking of stripping her of chair-ship, there should be a level playing field for other elected officials behaving badly.

    or, we could just vote them out, though that doesn’t seem to happen very often…

    Is there still a so-called “insurgency” among the House Democratic caucus? This could provide their opportunity to kick over the whole leadership pyramid, whether the insurgency genuinely objects to Hanohano is almost irrelevant.

    Or, is there any Republican who is willing to author such a resolution for partisan advantage?

    A resolution like this need not actually pass to have significant impact. It’s mere existence would be hugely embarrassing to the present House leadership.

    2014 is an election year, isn’t it? Hanohano is ripe for a takedown come August, if even a halfway decent candidate steps forward to challenge her in the Democratic primary. Caucasians make up the largest ethnic group in her district.

    Joy Sanbuenaventura (Hutson) , a tall Filipina married to a Caucasian ( Sheldon Lehman, well known in the district) has announced her canidancy. She is an attorney and per diem Judge who was active in Neil’s campaign as well as Sen Gil Kahele’s.
    she’s smart and knows when to keep her opinions to herself, the preferential opposite of Faye Hanohano.
