Early this morning, the Star-Advertiser posted a story on its website, obviously based on info from the police department (“Public’s comments about HPD to be used by inspection team”).
Here’s the substance:
The Honolulu Police Department is seeking comment on any of its polices and procedures.
An international accreditation team will accept public comments Tuesday on HPD policies, procedures, administration, operations and services. The comments will be part of an on-site assessment conducted by the Commission on Accreditation for Law Enforcement Agencies.
The public is invited to phone in comments or attend the public comment session. Telephone comments will be taken at 723-3800 from 2 to 4 p.m.
The public comment session will begin at 5 p.m. at the HPD’s Community Affairs Division Conference Room, 801 S Beretania St.
So the accreditation process is publicly announced at the last minute. Even this article appears to be behind the S-A paywall.
I just checked the HPD website and didn’t see anything regarding the public comment session.
No link is provided to further online information, no email address to seek further information.
Is this one of those “appear to solicit public comment, but don’t really try too hard” maneuvers? Perhaps the department has reached out well in advance to community organizations, neighborhood boards, and others. If so, no problem.
But if this little item is the extent of their efforts, they are just too little, too late.

Yes most of you Probably don’t know me, but then maybe some of you do. MY Son Daniel Trulove was Murdered in Chinatown on 7/2/2006, and with all of the Evidence it is taken until now for the DA dept. to try and get this case to Court. But IF THEY had done their work when it happened.. Well.. I Just HOPE that you are Doing a Better JOB for Your Citizens.
I planned to go to ask about police policy on stolen pets. Then I looked at Comments under article and several remarked same as Ian–that there’s no link for info. I also noticed in Comments that Standards of Conduct are not provided to public and that apparently you’re required to go to HQ, sign in and view the info there. I finally called the # listed for info in article and it’s just a recording requiring caller to key in extensions of personnel!
welcome to the Commission on Accreditation for Law Enforcement Agencies. the following headline on its web site is a rucking fiot.
http://www.calea.org/content/cmmuincations-accreditation-strenghtens-policies
“Commuincations Accreditation Strenghtens Policies”
lofl doesn’t do justice here.
Calea is a joke. The largest PDs in the country don’t see a need to be accredited. Including NYPD.
Calea is a for profit marketing scam that small uncertain police departments fall for thinking they can boast acredidation and can smooth over heir shortcomings. Ferguson pd is accredited does hat tell you anything?
And, t, they can’t afford spel-chcke (apaparemtly).
HPD has too many mokes in the department that keep embarrassing the whole group almost weekly in the newspapers. There are many great officers but this is a serious problem. The angry mokes treat everyday citizens very disrespectfully and with attitude. This needs to change.
Good catch Ian, pretty clear they don’t want public comment. Phone in comment? I guess the new email trend hasn’t hit the department yet.
Improvements needed for the department:
Reassign all the officers sitting on road projects all day and let low paid flag wavers replace them
Make it easier for officers to file reports. A lot of crime gets ignored because the officers don’t want to take the time to file a report.
Fed money used for “Rambo” type weapons and equipment is a waste of our tax money. Stop it already
Hire officers who don’t hang out at strip clubs or bars. Too many officer shootings/ drunk driving and other criminal activity happening.
Stop stonewalling transparency efforts.
Stop SHOPO commercials during political campaigns with the tough guy gangster officer image
Go beyond mumbling general statistics at neighborhood board meetings. If burglary is your number one priority, work with insurance companies for anti theft incentives. Let the community know how they can help.
Speeding down the road in the patrol car at 90 miles an hour without lights or sirens does not make the department look good
Drive through downtown any day of the week at early morning rush hour and you will find them on the sidewalks stopping jaywalkers and cell phone users….but you will never see the same at midnight when Chinatown begins to roll…..
I think that it is possible to criticize HPD without using the insulting–as in g’s context–term “moke”.
HPD is no different than any mainland police department in its susceptibility to bad behavior because of the perils of bureaucratic insularity and arrogance. It is different in a positive way because the majority of its officers are racially and culturally representative of the larger community.
I used to think Honolulu police had a typical “above the law” problem. no different from NYPD or LAPD.
upon reflection, the problem seems to be more of a gutless “i scratch your back, you scratch mine” problem. without real oversight, HPD can and will do whatever HPD wants to do. without consequence, the people in charge of oversight will do nothing.
which means more voters in Hawaii need to get off their knees and vote with their brains. not easy, i’m afraid.
Obviously you’re not looking with your eyes, you seem to only know how to look with your mouth. I was able to find information on HPD’s internet home page, Facebook, Twitter, and Google +. Also, its been posted for almost a week. Also, it’s not HPD’s fault that the Star-Advertiser printed as little as they did. So much for your theory. Try again.
HPD did have a paid newspaper notice and posts on Twitter and FB. However, I agree that outreach could be a lot better for both HPD and the Police Commission in general.
It’s ironic that HPD gushes about CALEA accreditation yet won’t post the actual document or invite public feedback on its web site.

You had to LOOK before you FOUND it. this is the obvious problem. if you didn’t know it was there, you would not be LOOKING for it in the first place.
if you don’t understand this concept, we really feel sorry for you.
If HPD is serious about improving here are some more ways:
Lose the pricy BMW motorcycles and souped up Mustangs. This ain’t Hawaii 5-0.
Somebody clue in SWAT about their over the top elementary school demonstrations. Sticking vicious police dogs to knock down, bite and shred up “the guy who runs away”. For real!
Here is a link to one of HPD’s SWAT demos for elementary kids. They really do this!

Enjoy kiddies as the police dog “Rex tears into a well padded, and protected HPD Officer during a take down and subdue demonstration.”
