Honolulu City Councilmember Trevor Ozawa, who is running for reelection in the district that stretches from Hawaii Kai to Ala Moana Park, allegedly harassed and intimidated a member of fellow Councilmember Ikaika Anderson’s staff, after the staffer was seen campaigning for one of Ozawa’s opponents.

This year, Ozawa faces challengers Tommy Waters, Natalie Iwasa, and Ricky Marumoto, according to the candidate list prepared by the State Office of Elections.

In 2014, Ozawa edged out Waters in the General Election by only 41 votes. In the 2014 Primary, Waters ran ahead of Ozawa. Iwasa came trailed the two top vote-getters, but she has been campaigning hard in the district this year.

Anderson made the harassment allegation yesterday in a letter to City Council Chairman Ernie Martin, which was copied to all other council offices.

According to the complaint, the harassment occurred “on more than one occasion here at Honolulu Hale during working hours,” and was reported to Anderson by other council staff who saw the incidents.

Ozawa allegedly demanded that Anderson’s staff member stop campaigning for his opponent, although the campaign activities occurred during non-working hours.

“My staff member felt uncomfortable and intimidated due to these repeat incidences which clearly demonstrate a pattern of workplace aggressiveness and bullying by Councilmember Ozawa,” Anderson wrote in his complaint.

Because the alleged harassment happened in the workplace, Anderson said he had an obligation to report it “in order to protect the City Council as an employer.”

“It goes without saying that such behavior is absolutely unacceptable,” Anderson wrote. “All citizens, including Council staff members, are free to support any candidate(s) of their choosing on their personal time.”
